Step 13Step 13-2 Step 13: Using ONLY the top layers, insert the right flap all the way into the left flap.

Before flattening, make sure the folded creases at the bottom of the flaps are at the same height and not uneven.
Step 14 Step 14: Turn the figure over.
Step 15 Step 15: Once again like step 13, insert the right flap all the way into the left flap, then flatten.
Step 16Step 16-2 Step 16: Pick up the tulip from the bottom as seen in the picture and spread the flaps apart. This will make it easier for you to blow into it.

Use both hands to do this. I'm only using one hand in the picture because I have to use the other hand to take these pictures.
Step 17 Step 17: Blow into the bottom of the tulip and it should puff up.
Step 18 Step 18: Peel the petals down, but be careful not to loosen the flaps that you tucked earlier.
Step 19 Step 19: Stick the stem into the bottom of the tulip and you're done. Wasn't that fun?
